SCDSS Announces New Pickens County Director

October 6, 2026 – The South Carolina Department of Social Services (SCDSS) is pleased to announce Jesse Kaylor as the new Pickens County DSS Director. Mr. Kaylor began his new position on Friday, October 2.

In February 2016, he began his career in child welfare services as a Family Case Manager with the Indiana Department of Child Services. There, he worked on a mixed caseload of treatment, foster care, and assessment cases.

Mr. Kaylor has been employed with DSS since 2017, starting at the Greenville County DSS as a Human Service Specialist in Family Preservation. In December 2018, he was promoted to Human Service Coordinator with the Intensive Foster Care and Clinical Services Division in Anderson. One year later, he accepted the position of Foster Care Supervisor in Oconee County, serving in that role until he was promoted to Union County Director on July 16, 2021.

“I am excited to become part of the Pickens County DSS team as their director,” said Mr. Kaylor. “Together, we will focus on partnering with our children, youth, and families to achieve our shared goal of successful outcomes- helping families stay safely together while experiencing stability, support, and opportunities to thrive.”

Mr. Kaylor has degrees in Psychology and Computer Science from Indiana University and Purdue University. For more information on DSS services available in Pickens County and the state at large, please visit the SCDSS website here.
